Shelby County sits in the deep Piney Woods of East Texas near the Louisiana border, a sparsely populated county of some 25,000 residents centered on Center, the county seat. Center is a small city of roughly 5,200 that serves as the retail and services hub for a wide agricultural and timber-producing hinterland. The Toledo Bend Reservoir, the largest reservoir in the South and a premier bass fishing destination, forms the county's eastern boundary with Louisiana, and the Sabine National Forest covers significant portions of the county's eastern half.

Shelby County's housing stock reflects its rural, low-density character. Center has a mix of older wood-frame housing near downtown, including some structures dating to the early 20th century, alongside manufactured housing that comprises a significant share of the county's residential inventory. Rural properties in the county include farmhouses on various foundation types, timber-industry worker housing, and lakefront recreational structures along Toledo Bend. The lake communities on Toledo Bend are particularly significant from a property damage perspective: many structures were built as fishing camps in the 1960s and 1970s and have been modified, expanded, and converted to permanent residences over subsequent decades without full renovation to current standards.

Toledo Bend and its feeder creeks, the Patroon Creek drainage is particularly significant, can produce flood conditions in low-lying areas of Shelby County during high-water events.
